January :
The Centre prepares documentation for the second session of the Commission on
national legislation, international codes and regional agreements,
information and research on transnationals (including bibliography) and on
technical co-operation.
1-12 March:Second session of the Commission (Lima, Peru) approves programme of work to
be submitted to the Council. It decides to select 12-15 persons on the
basis of their practical experience, particularly from trade unions,
business, public interest groups and universities from both developed and
developing countries to assist the work of the Commission. It also spells
out modalities of work regarding a code of conduct, which Is given top
priority .
May/June:
The Committee for Programming and Co-ordination reviews the programme on TNCs
for the period 1978-1981 and cites its presentation as a model, concluding
that its rate of growth should be well above average.
June: Centre issues study on "Measures against
corrupt practices of transnational and other corporations, their
intermediaries and others involved" (E/5838) to be considered at the
summer session of the Council .
July:Centre publishes "Issues involved in the
formulation of a code of conduct" (E/C.10/17) which is sent to all States
to assist them in formulating their proposals on the subject and to
regional meetings of developing countries to be held prior to the first
meeting of the Intergovernmental Working Group established to work,
between sessions of the Commission, on the formulation of a code of
conduct.
July-August:The
Council approves, after taking note of its financial implications, the
programme of work submitted by the Commission. It also establishes an
ad hoc Intergovernmental Working Group to conduct an examination of
the problem of corrupt practices, in particular bribery, and to elaborate
in detail the scope and contents of an international agreement to prevent
and eliminate illicit payments, reporting to the Council at its 63rd
session. Group to be composed of 18 members. Work should not interfere
with or delay the formulation of a code of conduct
August: Note verbale sent to Governments and letters to non-governmental groups requesting their views regarding a TNC code of conduct.
30 August - 10 September : First meeting in Geneva of the Group of Experts on International Standards of Accounting and Reporting
September: First
interagency meeting on matters related to transnational corporations is
held in New York under chairmanship of the Executive Director of the
Centre on Transnational Corporations. Representatives from United Nations
organizations and agencies dealing with aspects of TNC activities agree on
modalities for close cooperation, including annual meetings.
15 - 19 November: First meeting of the ad hoc Intergovernmental Working Group on Corrupt Practices established by the Council in resolution 2041 (LXI) of August 1976.
